Beijing’s open-economy plan combines foreign investment, international scientific cooperation and foreign-funded R&D centres. Its target of 500 foreign-funded R&D centres is a planning objective, not the present count. Research infrastructure, talent, technology transfer and international services sit alongside financial support.

The agent measures cover model development and applications. Separate embodied-intelligence and AI for Science programmes address physical systems and scientific discovery. These are distinct programmes, with their own project categories and implementing authorities.
The 2026 growth measures include support ceilings of RMB 3 million for qualifying technology-transfer institutions and RMB 5 million for proof-of-concept platforms. These are institutional programme limits, not general founder grants.

Zhongguancun Science City, Future Science City and Huairou Science City are meaningful research-policy geographies. They are not interchangeable with every district programme. Huairou Science City’s eastern area also gives Miyun a research-policy connection.
The new FTZ linked-development framework covers 11 areas and 119.20 square kilometres, with pharmaceutical, AI, integrated-circuit and aerospace priorities. FTZ groups include Haidian, Changping, Chaoyang, Shunyi, Tongzhou, Daxing and Yizhuang; linked areas also include Fengtai, Shijingshan, Mentougou and Huairou. E-Town has its own policy administration and is treated separately below.
Dongcheng / digital economy and technology services

The 16 measures support digital enterprises, model applications, innovation platforms and digital transformation. Selected model-application projects can receive up to RMB 10 million under the relevant category. This is a programme ceiling subject to recognition and assessment. Dongcheng’s policy relevance includes digital services and cultural technology.
Xicheng / finance, data and innovation services

The industry measures cover finance, fintech, the data industry, professional services and scientific innovation, including joint R&D and technology transfer. Financial Street and the national fintech demonstration zone give this geography a distinct institutional context.
The 2026 incubator rules provide RMB 300,000 recognition support and annual assessment support of up to RMB 2 million for excellent operators. These are operator incentives, not payments to every tenant. Earlier 2023 innovation and 2024 fintech implementation rules were repealed; their incentives should not be treated as current.
Haidian / Zhongguancun Science City

This sits within Haidian’s wider university, research and technology ecosystem.

The accessible notice establishes the programme’s existence; it does not justify publishing unverified grant amounts. The revised high-end instrument and sensor rules support qualifying platform enterprises undertaking technology challenges, prototype R&D and commercialisation, with project-investment-based support up to RMB 30 million. They also support specialised pilot platforms and include eligible laboratory testing services in the Capital Science and Technology Innovation Voucher framework. The 2022 implementing rules were repealed.
The August 2026 Science City update distinguishes 37 facilities in the broader programme, 29 operating and 17 open globally. Access remains governed by the facility’s own arrangements.
Pinggu / Agricultural Zhongguancun and smart agriculture

Agricultural Zhongguancun has a municipal policy foundation. The separate smart-agriculture plan covers the whole municipality, rather than being a Pinggu-only grant policy. It supports the public context for agricultural AI, intelligent equipment and demonstration scenarios. New district-specific award amounts are not inferred from the municipal plan.

Miyun’s plan identifies Huairou Science City’s eastern area, earth and life sciences, new-energy vehicles and shared innovation services. This supplies a firmer public basis than a generic technology narrative.
The official grant-to-equity explanation describes initial project funding with later agreed equity conversion following specified triggers. This is a financing mechanism with conversion conditions, not an unconditional grant.
