Haidian's OPC experiment has testable conditions
Current rules address legal operation in Haidian, independent legal-person status, company age, small team size, founder control and AI as a core production tool.
Startup support is conditional
Recognised qualifying new OPC companies may receive RMB 100,000 in startup support under the stated conditions. This is not automatic and the policy has a stated one-year validity period.
Model-voucher support has a percentage and ceiling
Qualifying OPC companies may receive model-voucher support at no more than 50% of eligible cost, capped at RMB 2 million per company per year under the policy conditions.
Founder housing support has defined conditions and limits
The measures describe discounted talent housing for qualifying young founders or a housing subsidy of RMB 2,000 per month for up to two years, with an additional RMB 1,000 per month in specified northern towns. Eligibility and availability require current confirmation.
Registered-address support is carrier-specific
Some recognised OPC carriers may provide an address to qualifying companies. Do not infer district-wide virtual registration, automatic benefit access or the absence of actual-operation requirements.
