Public intelligence and live project verification
Public pages provide a sourced baseline and review date. A live project does not rely on the page alone. Material policies, application windows, platform status, facility access and counterpart readiness are re-verified before they enter a recommendation.
A published measure is not automatically an open window; a facility listing is not confirmed access. Unresolved material facts remain visible dependencies. National capability discovery is supported by deeper operating intelligence in Beijing / Jing-Jin-Ji and specialist coverage in Hainan.
Read formal policy and official interpretation together
Formal policy text is the source for legal or policy status, targets, institutional structure and the architecture that has actually been adopted.
Official government interpretation is used for stated policy intent, operating logic, cross-district routing and why an adopted change matters in practice. It does not expand eligibility beyond the formal instrument.

Follow the evidence to the operating counterpart
Our source universe includes municipal and district policy, science cities, universities, research institutions, industrial parks, accelerators, testing platforms, application calls and dated field evidence. Each answers a different question.
Published policy establishes an instrument. An operating programme identifies a delivery route. An infrastructure report describes a facility or construction stage. A current call may establish an application window. Direct confirmation tests whether the actual project can use the resource.
- Record source, publication date, issuing body and the exact claim supported.
- Distinguish proposed, under construction, launched and available-to-this-project states.
- Identify the counterpart responsible for technical fit, access, price, timing and any eligibility decision.
Separate evidence from routing judgment
A public source may establish a robotics platform; our judgment is that a team with a particular validation bottleneck should investigate it. The latter remains a hypothesis until technical fit and access are confirmed.
The Capability Router publishes selected evidence and questions. Project-specific counterpart research, host readiness, commercial scope and private correspondence remain case work. We do not describe a source review as a facility visit or a confirmed institutional partnership.
Keep stable knowledge and current changes connected
Canonical pages explain the decision method. The landing manual provides edition-dated reference knowledge. Decision Briefings explain developments that could change a route. Field Notes document observed local conditions. A new review date on one page does not silently update an older publication or reopen a closed application window.
Four evidence labels
Official law and government guidance anchor legal and administrative statements. Institutional and reputable media reports can document programmes and cases. Field observation records what the editor saw on a dated visit. An unresolved lead remains visibly unverified.
- Official — published by a competent government or public authority.
- Reported — attributed to a named institution or dated reputable report.
- Field checked — directly observed by the site owner on a stated visit.
- To verify — a useful lead that must not yet be treated as settled fact.
Labels can be combined
A place or claim can carry more than one label. Jinpoluo’s new-villager mechanism, for example, is described by Miyun government reporting and has also been visited by the editor. That supports an Official + Field checked description.
A photograph documents visible conditions, not ownership, legality, structural safety, foreign-guest registration, current rent or market value.
Update discipline
Every practical claim should carry a date or source. Market prices, programme counts and permit procedures can change; readers should re-confirm before acting.
