Start with the function.

Beijing is currently our deepest operating geography: our most developed coverage of research, talent, policy and industrial partnerships. Hainan is our first specialist geography beyond the Beijing / Jing-Jin-Ji core. We evaluate it for specific operating functions, without assuming equal coverage depth.

For the technical teams we work with, a low-tax registration address is a weak starting point. The stronger question is whether Hainan changes what you can test, import, produce or bring into clinical use. A useful Hainan function can complement Beijing, the Yangtze River Delta or the Greater Bay Area while headquarters and IP ownership remain overseas.

Deep sea & OceanTech: a physical environment that matters

Sanya / Yazhou Bay combines deep-sea research with laboratory, nearshore and offshore equipment verification. Public reporting documents testing services and sea trials, giving this cluster substance beyond an office address. [H1]

Candidate functions include trials of AUV / ROV systems, underwater sensing, marine acoustics, ocean instruments, pressure-resistant systems, marine robotics and subsea engineering. The attraction is a real scientific and physical environment that cannot be replicated by renting an office elsewhere. Whether a particular foreign project can use it requires project-specific verification.

Commercial space: connect manufacturing, testing and launch

Wenchang is developing an ecosystem linking manufacturing, assembly, testing and commercial launch. An assembly and testing centre and launch-linked industrial development are publicly documented; this is an evolving ecosystem, not a blanket access offer. [H2][H7]

For specialist teams, relevant questions may concern satellite components and electronics, payloads, ground systems, test equipment, structures, thermal systems or automation. Export controls, technology-origin restrictions and dual-use considerations may materially change feasibility. Proximity to a launch site does not establish foreign access to it.

MedTech: consider Lecheng + Haikou before a nationwide rollout

Certain overseas-approved medical products may qualify for special clinical use in Boao Lecheng. Its real-world-evidence pathway can support a Chinese registration submission, subject to product-specific review; clinical use there is not nationwide marketing authorization. [H3]

Hainan's regulator connects Lecheng research and use with Haikou National High-Tech Industrial Development Zone production capabilities. It also identifies gaps in review predictability and production support. Haikou is therefore a potential industrialization layer, not an automatic next step. [H4]

Our operating interpretation: Hainan may matter before a company commits to a conventional nationwide commercialization plan. The first useful node could be clinical evidence or product validation, with production and customer-facing operations considered separately.

Aquaculture & tropical AgTech: tools around biology

Hainan offers tropical research environments and operating aquaculture settings. Official reporting describes automated recirculating aquaculture in Wenchang and crop phenotyping infrastructure in Yazhou Bay. [H5][H6]

Our interest is primarily the tools around biology: hatchery systems, water-quality sensing, recirculating aquaculture systems (RAS), feeding automation, disease-detection tools, phenotyping, research equipment and agricultural robotics. A field setting may help establish whether the technology performs outside the laboratory.

These are candidate equipment and validation functions. They do not imply unrestricted foreign participation in seed, germplasm or biotechnology activities, or access to any particular research facility.

Specialized manufacturing: look for a precise industrial fit

We do not treat Hainan as a substitute for the broad supplier depth of the Yangtze River Delta or Greater Bay Area. Its case rests on narrower clusters: offshore / subsea oilfield services, petrochemical and advanced-materials processing, marine equipment and port-linked manufacturing. [H7]

Haikou's aviation MRO — maintenance, repair and overhaul — and component remanufacturing provide another concrete industrial layer. [H8] Selected electronics pilot work merits investigation: an initial semiconductor module line is reported, while further sensor and packaging/testing projects remain development priorities rather than a general promise of available capacity. [H7]

For an industrial-process or advanced-materials company, the question is whether a particular process, test, repair or production step gains enough value here to justify the logistics and handoffs.

Free Trade Port mechanisms: what can change the economics?

The mechanisms below belong in an operating decision once a real function is identified. They are distinct frameworks; qualification for one does not establish qualification for another.

  • Zero-tariff imports: under the current framework, eligible beneficiaries may import goods outside the taxable-goods catalogue with import-tax relief. Equipment, components and inputs need to be assessed against the goods and beneficiary rules; not every import is duty-free. [H9]
  • Processing value added: qualifying encouraged-industry production with sufficient value added in Hainan may obtain import-duty relief when goods enter mainland China. Import VAT and consumption tax remain governed by the applicable rules. This can change manufacturing economics without making mainland sales tax-free. [H10]
  • Corporate income tax: qualifying encouraged-industry enterprises with substantive operations in Hainan may be eligible for preferential treatment. Industry qualification, actual operations and current eligibility must be verified; registration alone does not establish entitlement. [H11]
  • Cross-border finance: multi-functional free trade accounts form part of Hainan's infrastructure for cross-border capital flows. Their relevance depends on a genuine operating structure and the applicable account rules. [H12]

One company can have more than one operating geography

Research, testing, manufacturing, clinical or regulatory work, equipment flows and customer operations do not all need the same location or legal entity. An illustrative architecture could connect overseas HQ / IP ownership, a Beijing research or partnership node, a Hainan testing, regulatory or manufacturing function, and mainland customers.

This is a design possibility, not a prescribed sequence or a claim that goods, data or IP move frictionlessly between nodes. Keep functions together where rapid iteration demands it. Split them where a specialist advantage outweighs coordination costs. A partner-supported project may be more useful than another entity.

Does Hainan earn a place in your operating strategy?

Ask what the node would deliver that your existing structure cannot. If the case depends only on a tax headline, it is not yet an operating case. If it enables a critical test, an equipment flow or a viable production step, it deserves serious attention.

The public evidence establishes reasons to investigate. Choosing the counterpart, confirming access and eligibility, and deciding whether an entity is needed require project-specific verification and a scoped decision process.

  • Does a real function belong there?
  • Would equipment imports, a scientific environment or a clinical pathway change feasibility?
  • Could a Hainan production step improve mainland economics after logistics and coordination?
  • Would it complement Beijing or another manufacturing cluster?
  • Is a Hainan entity needed at all?
