Founder-side decision relevance

Beijing remains CyberNomad's deepest operating geography. Hainan is specialist coverage, evaluated by function; multi-node China architectures are valid where their practical value exceeds the cost of coordination.

The useful question is: does one part of the company's China operating system belong in Hainan? A whole-company move is not the starting assumption.

1. Hainan's strongest case is functional

Official evidence points to distinct environments: deep-sea equipment verification in Yazhou Bay [H1], assembly/testing and launch-linked development in Wenchang [H2], and Lecheng clinical evidence connected to potential Haikou production [H3][H4]. Aquaculture automation, tropical research tooling and specialist manufacturing widen the set of functions worth investigating; the evergreen Hainan page sets out those categories.

The Free Trade Port's goods-flow framework adds another variable: qualifying imports and qualifying processing can change tariff economics. The rules distinguish goods and beneficiaries; the mechanism is not universal duty-free access to mainland customers. [H9][H10]

Our interpretation is practical: Hainan becomes interesting when an unusual testing environment, regulated entry pathway, equipment flow or production step helps the next milestone. The headline attraction is what the company could accomplish there.

2. Beijing and Hainan can be complementary

Our Beijing coverage centres on research density, technical talent, AI and robotics ecosystems, institutional partnerships and policy access. These can make Beijing the stronger anchor for a research or partnership function. The existing Beijing Policy Density page carries that evidence and the wider capability context.

Hainan may supply a different input. The same company could retain overseas headquarters and IP ownership, work with a Beijing research partner and investigate a Hainan validation or production function serving mainland customers. This is an abstract architecture, not a client case or an access commitment.

Adding nodes creates handoffs. Equipment transport, engineering feedback, clinical data and responsibility for outputs can decide whether the design works. A specialist advantage must improve the whole system, not merely make one address look attractive.

3. Ask which part belongs there

A useful first conversation begins with a bottleneck: an instrument needs a physical test, a medical product needs a credible evidence path, or a manufacturing step has difficult import economics. That is enough to begin examining geography. It is not enough to choose a park, promise eligibility or sell incorporation.

If no function gains a meaningful advantage, Hainan need not appear in the plan. If one does, decide how it connects to the rest of the business before deciding whether it needs its own entity. A smaller, well-defined node can be the right commitment.
