What do you need to develop or test?
Beijing has facilities and specialist teams for biological analysis, medical-device development, robotics, scientific instruments and other research-intensive work. The useful starting point is the result you need: a measurement, an engineering prototype, a process trial or a team able to carry the next stage of development.
Send Leo a short project outline. Meridian Flow can investigate relevant organisations, clarify the proposed work and help develop a practical arrangement with the Chinese side.

Choose the arrangement around the work
A focused test, a team using local premises and an established research operation require different commitments. We can help clarify which arrangement fits the next stage.
- Commission a defined task: specify the sample, device or process, the expected result, quantity and deadline. The proposal should identify who performs the work, who signs, the fee, data and results ownership, and the acceptance criteria.
- Place a team in Beijing: plan who needs to be present, what space and equipment they use, and which services come with the premises. Coordinate company setup, staffing, work permission and equipment arrangements around that plan.
- Establish an ongoing R&D operation: define the research programme, team, premises and investment. Assess foreign-funded R&D centre recognition against the actual operation and its parent-company mandate.
For work commissioned by an overseas company, Meridian Flow can establish the proposed provider’s contracting requirements. That answer helps determine whether a local entity belongs in the first project or a later stage.
Concrete places to investigate
These records describe publicly documented facilities and services. Their relevance depends on the technical task; Meridian Flow’s project work establishes the fit, available service and commercial arrangement.

When does R&D centre recognition become relevant?
Beijing’s 2022 rules cover China-established institutions funded wholly or partly by foreign investors whose main business is abroad, with natural-science R&D and experimental development in their business scope. They identify two categories: an R&D innovation centre and an open-innovation platform.
An R&D innovation centre needs defined research projects, premises and equipment, ongoing R&D, and parent-company authorisation for its global or regional research remit. An open-innovation platform has separate criteria, including at least 1,000 square metres of R&D premises and at least ten signed resident innovation projects.
For a team building its own research operation, we can compare its proposed activities with these criteria and coordinate the questions that need an official answer. The current recognition service guide provides the application reference.
What support can help the actual research?
Beijing’s foreign-funded R&D measures address several parts of the work. Match each programme’s applicant and activity requirements to your research plan.
- Facilities and projects: use of major scientific facilities, instruments and shared platforms, and participation in municipal R&D and international-cooperation programmes.
- Research spending: support measures include qualifying R&D tax treatment and programmes intended to encourage further research investment.
- Equipment and materials: customs facilitation and applicable research-equipment policies can affect how a project brings supplies into Beijing.
- People and premises: qualifying researchers may use work and residence services, while expansion and commercialisation projects can involve space support.

Build the budget around the task and the team
For a first project, separate the research-service fee from the cost of maintaining your own team and premises. A proposal may need equipment time, technician support, consumables, engineering work, sample transport and travel; an ongoing operation also needs staffing, fit-out and recurring services.
- State the technical output, sample or batch size, target date and budget range if one is available.
- Identify the people and equipment that need to be in Beijing, and for how long.
- Describe the space: office, wet lab, workshop or a combination, with the utilities the work requires.
Help moving the project forward
Meridian Flow can develop the project brief, research suitable facilities or premises, coordinate introductions and site visits, and follow up on the questions needed for a practical proposal.
For company setup or an R&D presence, the agreed work can include coordinating the relevant park, service providers and application questions. We define the scope, deliverables, fee and paying party before commissioned work begins.
