Beijing’s 2022 rules cover China-established institutions funded wholly or partly by foreign investors whose main business is abroad, with natural-science R&D and experimental development in their business scope. They identify two categories: an R&D innovation centre and an open-innovation platform. An R&D innovation centre needs defined research projects, premises and equipment, ongoing R&D, and parent-company authorisation for its global or regional research remit. An open-innovation platform has separate criteria, including at least 1,000 square metres of R&D premises and at least ten signed resident innovation projects.
