The bridge available to eligible foreign entrepreneurs
Beijing’s currently effective foreign-entrepreneurship notice allows an eligible foreign founder in the pre-incorporation startup period to apply for a work permit through a qualifying incubator or startup carrier.
The carrier acts as the applicant and accepts management responsibility. After the founder registers the startup company, the work permit should be re-applied for under the newly established entity through the proper procedure. This is a bridge into lawful entrepreneurship—not an indefinite umbrella.
- Qualifying carriers include national technology-business incubators and recognized Beijing university science parks, municipal startup-incubation demonstration bases and municipal technology-business incubators.
- The founder must still meet the basic conditions of the foreign work-permit system.
- The startup carrier must issue proof of incubation and submit the required identity, criminal-record and health materials.
- This type of permit is in principle extended only once.
Form the company around the real operation
Define the investor, beneficial ownership, legal representative, business scope, registered address, capital plan and actual role before filing. A compliant urban incubator or registered-address solution will usually be more realistic than using a rural courtyard as the operating address.
Owning or directing the company does not itself authorize work or residence. Keep formation, work permission, residence, tax and banking as coordinated but separate tracks.
- Check the foreign-investment negative list and any sector licensing.
- Verify that the address supports registration and the intended activity.
- Write a business scope that matches actual products and services.
- Budget for bookkeeping, tax filings, banking and annual reporting even when the team is one person.
- Change the work-permit applicant relationship promptly after incorporation.
One Person Company does not mean sole proprietor
For a foreign founder, the structure that most closely matches an international one-person company is normally a foreign-invested limited liability company with a single shareholder. It is not an individual industrial and commercial household, a sole-proprietorship enterprise or informal freelancer status; current foreign-investment rules do not allow an overseas investor to use those domestic individual-business forms.
Beijing's e-ChuangTong integrated online service supports foreign-invested company formation. The workflow can combine the business licence with optional company seals, tax matters, employee registration and bank-account services. Applicants provide the real investor, business scope, personnel, address and supporting documents, sign online and follow the official result and collection process.
Municipal OPC infrastructure
Beijing’s 2026 AI OPC action plan supports small AI-native companies through recognized growth communities, online startup and finance service zones, competitions, order matching and community-provided access to models, compute and data.
An eligible company admitted to a qualifying OPC growth community may receive up to three months of model-token, intelligent-compute and data-procurement services, capped at RMB 100,000 in total. The community applies on behalf of the company.
Haidian: the strongest published cash-and-resource package
Haidian’s current one-year OPC measures provide a total RMB 100,000 startup award for recognized new OPCs, implemented as RMB 50,000 per year for two consecutive years. Other published measures include competition-project support up to RMB 500,000 and model vouchers covering up to 50% of qualifying costs, capped at RMB 2 million per company per year.
Recognized young OPC founders may qualify for talent housing at 50% rent for up to three years, or a monthly housing subsidy of RMB 2,000 for up to two years. Renting in Haidian’s four northern towns can add RMB 1,000 per month.
- The enterprise must operate lawfully in Haidian and have independent legal-person status.
- It must generally be no more than three years old and have no more than ten employees.
- A single founder must play the leading role and hold more than 50% after look-through.
- AI must be a core production tool; qualifying AI-tool, token and compute expenditure is part of recognition.
- Housing support has separate age, education and Beijing no-home conditions.
- Published application windows matter; the first 2026 round has closed.
Chaoyang: commercial networks and eleven communities
Chaoyang’s 2026 measures support qualifying OPCs for 50% of actual compute or token expenditure, capped at RMB 500,000 per year. The district also announced an initial network of eleven OPC communities.
Its SICN—Super Individual Collaboration Network—focuses on resource links, business negotiation, branding and marketing. That makes Chaoyang particularly relevant to content, AIGC, digital-employee and commercially oriented founders.
Questions to resolve before choosing a district
The highest headline ceiling is not always the best landing place. Ask which district can support the real business, the foreign founder’s work-permit relationship, a credible registered address, customers and the next open application window.
- Can a foreign-controlled company be recognized under this OPC programme?
- Can a foreign founder receive the housing, loan, competition or voucher benefit?
- Which incubators currently accept pre-incorporation foreign founders?
- What evidence proves AI is the company’s core production system?
- Which benefits are reimbursement, service credits, loans or cash awards?
- Is the programme open now, and which authority gives a binding answer?
Official starting points, not an admission list
Chaoyang Foreign Talent Entrepreneurship Park opened in April 2026 at 12 Xidawang Road. Official district coverage describes an international founder space with a ‘foreigners serve foreigners’ approach, 4,000 square metres, 54 private offices, 365 open desks and a six-part policy, space, capital, training, incubation and scenario support model.
Other official starting points include HICOOL International Incubator, Zhongguancun International Incubator, Wangjing Technology Incubator and Haidian’s Global Innovation Community Overseas Talent Entrepreneurship Park. They represent different paths into Beijing’s international innovation ecosystem, not interchangeable benefits or a promise of acceptance.
