The 20 measures recognise natural-science R&D, including pilot experimentation, with defined projects, premises and equipment. The stated cumulative R&D expenditure threshold is USD 2 million.
The framework addresses participation in municipal research, shared scientific equipment, university collaboration and open-innovation platforms. The 2024 foreign-investment measures further encourage R&D centres and research participation. Individual tax treatments require their own current implementing rules.

The second batch broadens FTZ-linked innovation beyond the original free-trade-zone footprint. Official reporting identifies five areas with differentiated industrial and trade priorities. Wuqing includes intelligent technology and biomedicine; Ziya has a green and recycling-trade focus; Dongli includes bonded medical-device and automotive cross-border activity. These are programme priorities, not evidence of blanket bonded treatment for every enterprise.

Tiankai is a distinct university-commercialisation geography within a municipality that also contains Binhai, TEDA and specialised industrial areas. Published programme scope does not imply identical support conditions across these zones.
