The current document concentrates on aerospace information, AI and new materials. Its support bases and thresholds differ by category. Foreign-invested applicant eligibility is not established automatically by the headline amounts.

  • Aerospace key components: 20% of actual project investment excluding land and construction; cap RMB 10 million.
  • AI: total project investment above RMB 200 million; support of 20% of qualifying equipment and system software, capped at RMB 100 million.
  • New materials: qualifying new equipment/facility investment of at least RMB 5 million; 20% support, capped at RMB 10 million; exclusions apply.
  • Robotics: annual new fixed-asset investment above RMB 5 million, excluding land and construction; 20% support, capped at RMB 20 million.

Robotics / research and application measures

The robotics measures have an explicit 31 December 2026 expiry. Platform support can cover 50% of annual R&D, capped at RMB 10 million. Selected key-technology challenges can receive 50% of actual R&D, capped at RMB 30 million.

Demonstration support distinguishes a non-government application host from the technology provider: respective ceilings are RMB 2 million on robot procurement and RMB 1 million on R&D, each using a 20% rate. These categories are separate from the 2026 fixed-investment measure.

Top-scientist support can include RMB 20–50 million in research funding, RMB 3 million in living support and housing of at least 200 square metres, subject to the designated talent category.

The entrepreneurship programme provides support of up to RMB 50 million for qualifying high-level teams. Specified park, pilot-base and incubator premises may receive three years of full rent support followed by two years at 50%. Recognised technology application and commercialisation projects have a separate RMB 2–10 million support range. These are selected categories with their own recognition conditions.

Small drone pads, smart cabinets, charging or swapping facilities and specified network infrastructure can receive 50% of construction investment, capped at RMB 200,000 each and RMB 5 million per company annually.

Larger qualifying airfields, eVTOL sites, hangars, runways and helipads use a cap of RMB 3 million per site and RMB 6 million per company annually, at the same 50% rate. Recognition and eligible-cost definitions remain material.

Official reporting identifies an RMB 10 billion Industrial Investment Guidance Fund and an RMB 10 billion Hebei Xiong’an Science and Technology Innovation Equity Investment Fund. The 2026 measures describe their role in attracting private capital and supporting enterprises through sub-funds and investment mechanisms. Announced fund size is not a grant budget available to each applicant or a statement of remaining deployable capital.

The call covers AI foundations, chips and models, robotics, unmanned and agricultural systems, and urban, energy and other applications. Local legal-entity, premises and staffing conditions apply, with specified exceptions for relocated research units. Government and investment-platform companies are excluded. The closed call provides evidence of research priorities; it is not a current invitation to apply.
