AI-native talent: support follows the entrepreneur

The published measures, 京技管发〔2026〕12号, cover global AI talent and AI-native entrepreneurs, including OPC operators with end-to-end delivery capability. They combine personal support with resources such as compute, development space and industrial scenarios. [1]

For an overseas team, the useful first question is which founder and delivery model fit the programme. Ask the information-technology and talent departments to confirm the applicable route before budgeting an award.

AI4Chip: bring an engineering contribution

The AI4Chip plan, 京技管发〔2026〕11号, was published on 24 August. It targets AI across chip design, manufacturing, packaging, testing, equipment and materials, and supports shared compute, data, design and pilot-validation services. [2]

Our interpretation: a team improving design automation, process optimisation, equipment diagnostics or testing has a concrete capability to discuss with the semiconductor ecosystem. Start with that engineering contribution and a validation partner; the talent programme is a separate question.
