Start with the strongest source for the claim

Use official law for the corporate baseline, the issuing authority’s measure for policy scope, and the implementing guide or current application notice for operational conditions. An official explanation can clarify a measure; a directory summary should not override it.

For each proposed benefit, record the beneficiary, support form, eligible cost, maximum amount, period, application status and evidence still needed. If a claim lacks those fields, it is not ready to enter a financial model. A policy’s existence is meaningful, but it is only the first stage of the evidence chain.

Municipal support: enterprise resources vs community budgets

The municipal plan provides for admitted enterprises to receive a combined model, compute and data resource package of up to RMB 100,000 for no more than three months through recognised communities. This is a resource package, not a blanket cash grant.

The same plan includes support directed at community operators, including separate annual and performance-related ceilings. Those amounts should not be attributed to each company located in the community. Read the recipient before repeating the number.

Application conditions

Haidian: startup support has a schedule and a batch

The May guide describes startup support of RMB 50,000 annually for two years. Its model-voucher mechanism is separate. Both should be read with the guide’s company and application conditions, rather than as a universal “RMB 100,000 on registration” offer.

The general May–June application window has elapsed. A prospective founder needs a current route and eligibility answer before including an award in the forecast. An older announcement, even on an official site, is not evidence that a fresh application can be submitted now.

Published policy

E-Town: services are not unrestricted working capital

Article 9 of the August Token measures provides OPC service support with a cumulative enterprise ceiling of RMB 1 million. It is not described as an annual payment for any purpose. Other articles concern different types of businesses and expenditure.

The official explanation points to subsequent application notices. Confirm the service, provider, expenditure timing and redemption or payment mechanism under the actual implementing process. Do not combine the maximum figures across articles into a notional founder funding package.

Decision guidance

A loan, competition or selected-project mechanism is a different proposition

Financing access is not the same as a grant. A loan introduces repayment and underwriting questions; a competition depends on selection; a reimbursement depends on eligible spending and evidence. The commercial implications differ even when the advertised maximum numbers look similar.

Ask whether support arrives before or after the expense, whether the company must fund the full cost first, and what happens if approval is delayed or refused. Keep equity investment discussions separate from programme support. No policy headline should be translated into a promise that an investor will fund the company.

Build the budget in two layers

The base case should cover the operation without an unapproved award. The conditional case can show a named, eligible benefit after verification, with its timing and obligations. This makes policy useful without allowing it to dictate the whole business.

For a foreign-owned company, request confirmation of the applicable conditions directly from the programme or competent authority. Equal-treatment principles matter, but they do not eliminate the need to satisfy the specific scheme. Keep the written answer and governing notice with the budget assumptions. The next useful step is programme verification against a defined operating plan, not collecting the largest possible list of subsidy headlines.
