Beijing OPC Policy 2026: What Foreign Founders Should Know

Beijing’s 2026 OPC policy is a set of municipal and local measures, not one citywide registration or subsidy scheme. The municipal AI OPC action plan was published in June; Haidian issued its own measures and application guidance; E-Town added Token-economy measures in August. A founder must identify which instrument, beneficiary and application channel a claim refers to.

The municipal layer: ecosystem and community support

The June AI OPC action plan addresses the development of AI-enabled small businesses and communities. It includes resource support for enterprises admitted to recognised communities, alongside measures aimed at the communities themselves. The policy is a useful starting point for understanding scope, not a complete application checklist.

When a directory quotes a large figure, ask whether the beneficiary is a founder’s company, a community operator or a selected project under a different mechanism. The same policy can contain all three without giving every applicant the same entitlement.

The Haidian layer: implementation makes conditions visible

Haidian’s April measures were followed by a May application guide. That guide specifies a company establishment period, founder ownership, typical headcount and AI-use expenditure criteria. It also explains separate channels for particular measures.

The displayed general May–June batch is over as of this review. That does not establish that every Haidian programme is closed: for example, a separate technology-insurance window is published through 30 September. Equally, one open insurance window does not reopen the entire OPC package.

The E-Town layer: August Token-economy measures

E-Town’s August measures cover several recipients and spending categories. Article 9 addresses OPC support, while other articles address such matters as model businesses, data purchases or scenario applications. They should not be aggregated into an OPC “total available funding” number.

The official explanation directs applicants to subsequent official notices. Published validity through the end of 2030 is not evidence that every measure is accepting applications today. Check the implementing channel, eligible area and spending rules before making a purchase that you hope will qualify.

How to read a 2026 policy claim

Keep a short evidence record for each claim. A useful record identifies the issuing authority, policy level, beneficiary, support form, cap, eligible expense, application window and unanswered eligibility question. Separate a policy’s publication date from the date you last checked it.

Use the original measure to establish what exists, an application guide to establish how a batch works, and the programme’s current response to resolve project-specific questions. A news briefing can explain intent, but it should not silently replace the implementing conditions.

  • Published policy: the measure exists.
  • Application guidance: a process and conditions have been described.
  • Current application: a specific channel or window is available.
  • Individual eligibility: this applicant meets the conditions.
  • Award or service delivery: a decision has actually been made.

What this means for a foreign founder

Build a viable Beijing operating case before counting support. A relevant policy can justify investigation of a district or community; it cannot by itself justify the location, entity or expenditure. The operating case should name the customers, counterparties or capabilities that make the location useful.

For foreign-founder applicability, verify the proposed ownership and activities directly with the programme or competent authority. Then use the canonical policy pages for the wider decision context, including what belongs at municipal, district and institutional levels.
