Beijing OPC Compute, Model and Data Vouchers: What the Policies Actually Say
There is no single Beijing OPC compute-voucher allowance. The municipal OPC resource package, Haidian model vouchers and E-Town Token measures are separate instruments. They cover different services and applicants, with different caps and application processes. Compare the service your project needs against the correct measure instead of adding the numbers together.

Municipal resources: a combined community package
The municipal measure combines models, compute and data services within the stated package. It is not three separate RMB 100,000 allowances. Admission to the relevant community and the implementation arrangements matter.
Ask which services are included and whether they match the project’s technical stack. A package has limited practical value if it cannot be used for the models, environment or development workflow the team needs. Do not assume it can be exchanged for cash or moved to any supplier.

Application conditions
Haidian: model vouchers have a specified channel
The May guide describes a platform and review process for model-voucher support, including specified model-service platforms. It should not be presented as an unrestricted reimbursement for every AI tool. The guide also distinguishes this channel from the general startup-recognition application path.
Check the current channel, eligible model services, spending evidence and company conditions before choosing a provider. The elapsed general May–June batch does not itself settle the status of the separately described voucher mechanism.

Application conditions
E-Town: do not move an amount between articles
The Token measures cover several distinct activities. A company buying model API services is not automatically a model enterprise renting compute; purchasing a dataset is not the same cost as building a scenario application. The OPC service provision is another category.
The measures specify an operating area and address non-duplication with overlapping E-Town support for the same entity or project. The official explanation points to later application notices. Treat each row as a separate eligibility enquiry, not a menu from which every founder can claim the maximum.

Decision guidance
Five questions before incurring an expense
A voucher changes a purchasing decision only when the service is useful and the application conditions are clear. A cheaper-looking subsidised service can still be the wrong technical choice. Obtain answers tied to the actual measure and current notice.
- Is this applicant and ownership structure eligible?
- Is this exact service and provider covered?
- Must approval occur before purchase, or can documented past expenditure qualify?
- How are eligible costs evidenced, and when is support delivered?
- Which other benefits cannot be combined for the same spending?
Decision guidance
What this means for the founder
Build the technical budget first: required model services, compute workload, data rights and development support. Then map each real cost to a potentially relevant programme. If no measure fits, the budget remains understandable. If one fits, the savings can be assessed without confusing a programme pool with your company’s allowance.
Foreign-founder applicability and current application availability should be confirmed directly with the programme or competent authority. Keep the answer attached to the cost line it supports. This makes the policy a useful operating input rather than a headline that distorts provider or location choices.
