What the May guide actually tests

The guide describes a lawfully established independent legal person in Haidian with a relevant activity. Its specified company-establishment range is 21 May 2023 to 20 May 2026. It generally expects no more than ten staff, founder ultimate ownership above 50%, a leading founder role and AI as a core production tool.

It also specifies average monthly AI-related expenditure of at least RMB 1,000 over the preceding twelve months or since establishment. This is a programme eligibility test, not a national definition of a one-person company. A newly formed September company should not assume it fits the dates of the May batch.

Read the payment structure, not only the headline

The implementing guide describes startup support as RMB 50,000 a year for two years, rather than an immediate RMB 100,000 payment. Its model-voucher route supports up to 50% of eligible expenditure, subject to an annual enterprise cap of RMB 2 million and the specified platform and review process.

Those are different support mechanisms. A founder must identify the right applicant, cost, platform and application channel for each. Do not add their caps to produce a guaranteed first-year package.

What is open, closed or still to verify

The guide displays a general application window of 20 May to 12 June 2026. This page does not verify a new September general round. The guide describes separate model-voucher and loan channels, so the status of one batch should not be applied indiscriminately to every measure.

A separate technology-insurance explanation publishes a window through 30 September 2026. That is evidence about insurance applications, not proof that startup recognition or every OPC benefit is currently available. Check the exact measure with its administering body before relying on a deadline.

The national foreign-investment framework provides an equal-treatment baseline for relevant support policies. The Haidian materials should still be checked against the actual proposed ownership, company activity, founder role and local operation. This page does not convert general OPC language into confirmed foreign-founder admission.

Send a concise project description with the proposed entity structure and ask which current route applies. Request the governing notice, supporting-document list and answer on recognition separately from any benefit. If no current route is confirmed, keep support out of the operating budget.

When Haidian is worth investigating

Investigate Haidian when there is a concrete operating reason to be there: a relevant technical counterpart, research relationship, customer or team requirement. The canonical Haidian guide explains the broader ecosystem; this page focuses on the narrower OPC question.

Test whether the company would still choose the location without an award. If it would, programme research can improve an already credible operating plan. If the location only makes sense at the maximum advertised support level, the first task is to verify the assumptions, not sign a lease.

Then identify the business milestone the support would serve. A model voucher matters if it funds an eligible model service the project actually needs. Recognition matters if it opens a relevant, current route. Neither should become a substitute for a viable product, counterpart or customer plan.
