Beijing is becoming a network, not one technology district

Municipal strategy and district implementation create a metropolitan network of model companies, OPC communities, industrial-agent pilots, robot infrastructure, life-science parks, scientific facilities, agricultural AI and public compute.

Three different locations may matter

Registration Node: where the legal and policy structure makes sense. Operating Node: where the team, equipment, labs, customers and partners need to be. Living Base: where the founder wants to live.

The three may overlap, but programme registration, actual-operation, expenditure and project-location rules must be checked individually.

Policy status matters

Current policy is formally issued and in force. Active programme / infrastructure describes a current platform or carrier. Strategic direction is not an individual entitlement. Watch item means the founder should not build a plan around it without verification.
