Beijing E-Town, also commonly called Yizhuang, has published OPC-related community activity and August 2026 Token-economy support measures. Article 9 includes an OPC service-voucher framework with a cumulative enterprise cap, while compute, data and scenario measures elsewhere have different recipients. None should be read as a universal free-compute or cash package for every foreign founder.

What the OPC-specific measure covers

Article 9 of E-Town’s August Token-economy measures describes flexible support for OPC services including prototyping, hardware and software compatibility and brand-related work. It states a cumulative cap of RMB 1 million per enterprise. That is a ceiling within a conditional support mechanism, not an annual cash entitlement.

Before treating any service as eligible, identify the provider, expense, applicant and application process. A service catalogue may be useful to a project even where a particular expense is not subsidised; the operating requirement and the funding question should remain separate.

Why the compute headlines need careful reading

Other articles of the same instrument address model enterprises, data purchases and scenario applications. Their spending bases and beneficiaries differ from the OPC service provision. A figure from one article should not be carried across to another applicant category.

For compute, ask whether the company is buying an eligible service for a qualifying activity under the relevant article. For data, ask what procurement qualifies. For OPC support, ask which services fall within Article 9. “Token economy” is the umbrella, not one interchangeable voucher balance.

Geography and application status matter

The measures specify lawful operation within Yizhuang New City’s 225-square-kilometre area, together with compliance conditions. They also address non-duplication for the same entity or project when other E-Town policies overlap. An address described loosely as “Beijing” is not enough to establish geographic eligibility.

The official explanation says application notices will be issued through official channels. The policy’s stated validity through 31 December 2030 should not be interpreted as an application window running continuously until that date. Confirm the current notice and eligible costs before committing expenditure.

Community, workspace and actual operating capacity

The July official update describes an OPC community and supporting activity. It establishes that an ecosystem is being developed; it is not a real-time inventory of desks, admission places or services available to a specific foreign-owned company.

Ask about the practical work the location can support: prototyping access, testing relationships, service providers and the people responsible for coordination. Confirm workspace terms directly. Avoid choosing a desk first and only later discovering that the relevant technical counterpart works elsewhere.

When Yizhuang belongs on the shortlist

Yizhuang deserves investigation when the project has a specific use for the operating and industrial relationships described in the deeper district guide. Name the first development, testing or commercial milestone, then ask whether the local environment can help deliver it.

If the project is mainly seeking a quiet remote-work base, an industrial policy package may be beside the point. If the project needs a local technical or commercial function, distinguish that function from moving headquarters or the whole team. A limited operating node can be the right question.

The enquiry to make before spending

Foreign-founder eligibility should be confirmed directly with the programme or competent authority. Supply the proposed ownership, activity, local operating arrangement and service requirement. Request an answer tied to the relevant article and current application notice.

Ask how support is delivered, when expenditure may begin, whether named providers are required and which overlapping benefits cannot be combined. Until those details are confirmed, model the support as conditional upside rather than money available to pay the next invoice.
