Beijing vs Shanghai OPC: Which Fits a Foreign Founder Better?
Neither Beijing nor Shanghai is automatically the better OPC location for a foreign founder. Both have official AI-founder support signals, but the useful comparison is the project’s required customers, research or industrial counterparts, local operating work and a named programme’s conditions. Choose the city that strengthens the business, then test whether a specific OPC offer improves that choice.

What the official evidence supports
Beijing’s municipal OPC action plan and Haidian’s implementing guide provide policy and application-level evidence. E-Town’s August measures add a distinct zone-level instrument. Shanghai’s July official press conference describes OPC and AI-founder support involving resources, workspace and application scenarios, with examples in Pudong and Xuhui.
These sources are not identical in detail. An application guide can answer questions a press-conference summary cannot. More granular evidence collected for Beijing should not be mistaken for proof that Shanghai has less to offer. It means a Shanghai shortlist requires further local verification.

Compare the decisions that change the outcome
Start with the business’s next twelve months of work. A city is useful if it improves access to a necessary capability or reduces the friction of executing that work. A desk, voucher or competition may help, but only after the core operating fit is established.
- Customers: which buyers or pilot users need recurring contact, and where are they?
- Research: which specific lab, university group or technical collaborator is relevant?
- Supply chain: where do development, testing, manufacturing and delivery actually happen?
- Institutional work: which body has authority over the question you need resolved?
- Personal presence: who must be on site and under what work and residence route?
- Programme value: which eligible service or cost would support the planned work?

Use a two-city operating brief
Write the same brief for each city: the proposed node’s function, the first deliverable, named counterpart categories, expected local activity and unresolved dependencies. Keep headquarters location separate from the location of a single operating function.
For example, a project with a concrete Beijing research relationship should test the practical value of that relationship before chasing a Shanghai workspace offer. A project with validated customers or an operating partner in Shanghai should not move its decision to Beijing solely because a policy page supplies more visible numbers. These are decision examples, not claims that either city owns a sector.
Verification required
Compare programme offers on equal terms
Ask both candidate programmes for the same information: administering body, application status, eligible entity and ownership, geographic requirement, eligible expenditure, support form and award or redemption process. Separate community admission from any financial support.
The Shanghai source used here is an official announcement, not confirmation of an individual foreign founder’s eligibility or an open application. Beijing’s published measures likewise require applicant-level verification. Do not calculate a “best city” score from headline figures with different beneficiaries, periods and conditions.

Decision guidance
When to proceed, and when to leave the comparison open
Proceed when one location has a credible first operating use, a practical counterpart path and a workable implementation sequence. Leave the comparison open when both cases depend mainly on unverified benefits. A short research or counterpart-engagement phase can be more informative than immediate company registration.

If Beijing remains the stronger hypothesis, the policy and district pages can help narrow it further without turning the comparison into a city ranking.
