# Beijing vs Shanghai OPC: Which Fits a Foreign Founder Better?

Neither Beijing nor Shanghai is automatically the better OPC location for a foreign founder. Both have official AI-founder support signals, but the useful comparison is the project’s required customers, research or industrial counterparts, local operating work and a named programme’s conditions. Choose the city that strengthens the business, then test whether a specific OPC offer improves that choice.
