Operating decision relevance

Nanshan is a village reinvention project with two operating modes. Its normal-day economy helps support assets that can convert quickly for floods or other emergencies.

The relevant opportunity surface is wider than hospitality. It can include operators, infrastructure contractors and technology suppliers, but each route needs a named buyer, contract, procurement or pilot mechanism before it becomes actionable.

The national backbone

China’s 平急两用 (Pingji Liangyong) programme embeds emergency functions in assets that have normal commercial or public use. National guidance covers tourism-residence facilities, medical emergency-service points, peri-urban warehouses and supporting municipal or tourism infrastructure. Tourism-residence formats include clustered rural homestays, hotels and traveller hubs near expressway service areas.

By July 2024, the first 54 large cities had planned roughly 3,000 projects with planned investment above RMB 1 trillion. More than 300 projects had received approved bank credit above RMB 140 billion. These are programme, planning and credit-approval figures, not audited completed capex.

Nanshan: leisure that can shelter

Nanshan began its dual-use community project in 2023. Beijing’s development authority records 226 houses and three village-collective land plots in the project, an integrated market operator, 70 boutique homestays and ten public-service facilities completed or renewed. The normal-day offer combines accommodation, wellness, study tours and training, with art-led activation connected to Tsinghua Academy of Fine Arts.

The emergency mode is built into the renovation. After floods or another natural disaster, the core cluster can convert for approximately 700 people. Roads, paved areas, barriers and retaining walls support evacuation, rescue access, temporary placement and slope-risk reduction.

Public infrastructure, private operation

The commercial and public layers are connected without being identical. A village collective and district platform activate rural houses and land; a private operator designs and runs the leisure product; government investment funds eligible supporting infrastructure and emergency capacity.

For the Nanshan supporting-infrastructure project, Beijing reported that ecological-conservation-area projects under the relevant mechanism can receive 100% municipal fixed-asset investment. That support attaches to approved infrastructure. It does not turn every guesthouse, operator or supplier proposal into a subsidy claim.

A second Beijing pattern: refuge with a normal-day function

Nanshan starts from hospitality and adds shelter capacity. Across Yanqing, Mentougou, Miyun and Huairou, another pattern starts from emergency refuge and adapts existing schools, village offices, halls, service centres and other buildings so they remain useful in normal times.

These high-ground facilities are not the same commercial product as Nanshan. Together they show two rural dual-use patterns: leisure that can shelter, and refuge that can serve ordinary community functions.

Where a founder or company can enter

Operators can look for hospitality, study-tour, outdoor, food-and-beverage and whole-project operating roles. Technology companies can look for backup and distributed energy, microgrids, water and sanitation, emergency communications, modular or convertible buildings, sensing and monitoring, logistics and low-carbon retrofit.

Some demand is already concrete: approved infrastructure works, funded refuge conversions and named operating projects. Other needs are plausible technology demand inferred from the required functions. Treat the latter as a reason to ask the project owner or authority, not as a live tender.

Verify next

For an operator, identify the current project owner, operating platform, available site, contract form, customer logic and emergency-conversion obligations. For a technology company, identify the buyer, technical standard, procurement status, budget holder, demonstration route and evidence needed for supplier acceptance.

The opportunity becomes real when a specific project can answer who buys, who operates, who maintains the emergency function and what the next decision is.
