Plan the first project
Choose the role that matches your track record. Prepare evidence of technical guidance, investment, project development or application environments, then explain the contribution you can make to Beijing’s future-industry companies. Overseas applicants should confirm the handling of their identity or corporate documents before filing.
Apply when you can offer relevant expertise, capital, industrial resources or an application setting. The notice describes a continuing recruitment mechanism after the first period; recheck the current filing arrangements if you apply later.
Who Beijing is looking for
The program covers four types of partners.
Industry Mentors include technical experts, senior technology executives, core members of innovation teams and experienced strategy or industry consultants. Their role includes technology assessment, industrial planning, resource connections and strategic support for companies.
Ecosystem Principals include leaders of incubation platforms, universities, research institutes, new-style R&D institutions and other innovation platforms. Their role focuses on generating and advancing major future-industry projects.
Investment Partners include investment funds, banks, insurers, angel investors and professionals with experience in financing, M&A and industrial investment.
Scene Partners include major companies, industrial parks, pilot-scale platforms, organizations with application demand, major project operators and technical professionals able to provide environments for testing or deploying new technologies.
The target sectors include future information, health, manufacturing, energy, materials and space, with specific reference to quantum technology, embodied intelligence, 6G, hydrogen, fusion energy, brain-computer interfaces and biomanufacturing.
What selected partners can access
Organizations and individuals admitted to the program can participate in Beijing's future-industry activities and the city's "Chuangying Weilai" growth program.
The notice lists access to future-industry company and project databases, industry events and training programs, policy consultation and application support, as well as opportunities for industrial-chain collaboration, pilot application scenarios and investment matching.
The partner roster will be dynamically updated rather than operated as a one-time closed batch.
The first submission period runs until November 30, 2026, while the notice states that applications can continue afterwards as part of a long-term recruitment mechanism.
What the notice says about eligibility — and what it does not
The eligibility language is relatively broad.
The notice defines eligible applicants as legal-person institutions and natural persons capable of supporting the development of Beijing's future-industry ecosystem.
For institutional applicants, the stated conditions focus on operating status, serious credit violations and major administrative penalties. For individual applicants, the requirements concern professional conduct, criminal records, serious credit violations and major administrative penalties.
The published notice does not contain an exclusion based on the applicant's place of registration or nationality.
It also does not state that applicants must be domestically funded institutions or Chinese nationals.
That absence should not be read as confirmation that every overseas entity or foreign national is eligible. The notice does not separately explain how foreign passports, overseas corporate documents or offshore legal entities would be handled during application and verification.
For an overseas applicant, those points therefore remain matters to confirm with the bureau before submitting materials.
Why this matters
Many Beijing industrial programs become relevant only after a company has established a local legal entity, begun operating in China or incurred eligible expenditure.
This notice starts at a different point.
The city is recruiting people and organizations that can contribute expertise, capital, industrial resources, application environments or project-development capability to its future-industry network.
For a technical executive, investor, research-platform leader or industry specialist evaluating Beijing, that may provide an earlier point of contact with the municipal industrial ecosystem.
The useful distinction is simple:
The official notice accepts applications from institutions and individuals, and it does not state a nationality or registration-location exclusion. Whether a particular overseas applicant qualifies still needs to be verified before filing.
Applications are submitted directly to the Beijing Municipal Bureau of Economy and Information Technology. The current round closes on November 30, with recruitment continuing on a rolling basis afterwards.
