# Beijing Measures for Accelerating Agent-led Development

## Issuing notice

To all relevant municipal departments, and to the development and reform, cyberspace affairs, science and technology, and economy and information technology departments of all districts:

To implement the decisions and arrangements of the Party Central Committee and the State Council concerning the development of artificial intelligence; promote innovation led by intelligent agents; take the lead in cultivating new forms of the intelligent economy; and accelerate the development of Beijing into a globally leading centre for artificial-intelligence innovation, the Beijing Municipal Commission of Development and Reform, the Office of the Cyberspace Affairs Commission of the CPC Beijing Municipal Committee, the Beijing Municipal Science and Technology Commission and Zhongguancun Science Park Administrative Committee, and the Beijing Municipal Bureau of Economy and Information Technology have jointly formulated the Measures of Beijing Municipality for Accelerating Agent-led Development. With the approval of the Municipal People’s Government, the Measures are hereby issued for implementation.

Issued on 21 July 2026 by the Beijing Municipal Commission of Development and Reform; the Office of the Cyberspace Affairs Commission of the CPC Beijing Municipal Committee; the Beijing Municipal Science and Technology Commission and Zhongguancun Science Park Administrative Committee; and the Beijing Municipal Bureau of Economy and Information Technology.

## Preamble

These Measures are formulated to implement the State Council’s Opinions on Deepening the Implementation of the “Artificial Intelligence Plus” Initiative (State Council Document No. 11 [2025]); the Implementing Opinions on the Regulated Application and Innovative Development of Intelligent Agents issued by the Cyberspace Administration of China and two other departments (Cyberspace Affairs Office Document No. 6 [2026]); and Beijing’s arrangements for accelerating its development into a globally leading centre for artificial-intelligence innovation; and to promote agent-led innovation and take the lead in cultivating new forms of the intelligent economy.

## 1. Continuously enhance foundation-model capabilities

Promote technological innovation in agentic AI and improve models’ online learning, continual learning and autonomous-evolution capabilities. Optimize fundamental algorithms for ultra-long-horizon tasks, complex reasoning and planning. Support innovation entities in researching new model architectures and training paradigms, as well as large models natively integrated with agents, world models and collective intelligence, in order to break through current capability limits.

Continue improving large models’ ability to complete real-world tasks. Support innovation entities in developing common technologies including tool use, long-context processing, multi-agent collaboration and memory.

## 2. Strengthen research on common underlying agent technologies

Support innovation entities in implementing harness-engineering projects and reinforce the common agent foundation through context engineering, task persistence, multi-agent cooperation and system scalability. Accelerate research on general-purpose agent technologies that work across models and chips. Support continued improvement of middleware software stacks and the development of key operators, frameworks and other tools suited to agent development. Promote adaptation and optimization for domestically developed large models, increasing the length and stability of complex task chains.

Promote the development of independently controllable interoperability protocols, development frameworks and foundational toolchains. Encourage key capability components to be open sourced, improving reuse and interoperability across models and frameworks. Advance research on secure and controllable agent technology stacks and improve end-to-end safeguards throughout task execution.

Support the construction of high-value capability-resource sharing platforms and agent-skill marketplaces as shared industry infrastructure. Develop standards covering agent interaction, interface specifications, identity, performance evaluation and security. Promote key national and industry standards for agent interoperability, including the Agent Interconnection Protocol (AIP).

Encourage innovation entities to build agent-development platforms and software stores that provide service interfaces, capability-orchestration tools, and operation and management systems in one place, enabling rapid scenario integration and deployment at scale.

## 3. Accelerate agent-native applications and benchmark scenarios

Encourage innovation entities to use agents to reconstruct underlying architectures and interaction paradigms, and to develop AI-native and super-app software driven by intelligent understanding of user needs. Support intelligent transformation of foundational software, industrial software, transaction-processing software and new security software. Encourage software and information-service enterprises to use agent technologies to reconstruct product architectures and service models.

Promote the development of scientific assistants and “AI scientists” capable of linking and integrating information and building knowledge systems. Develop autonomous laboratories integrating software and hardware and closed-loop dry-lab and wet-lab processes, creating new research paradigms capable of autonomous discovery and validation.

Develop enterprise- and industry-level artificial-intelligence operating systems that break down ecosystem barriers and improve cross-device coordination, cross-ecosystem development and cross-scenario deployment. Support the integration of large models and agents into electronic-design-automation tools, flexible-display production-line quality inspection, and electronics-manufacturing supply-chain scheduling, using agents to reconstruct research, development and production processes.

Support innovation entities in developing data-driven, autonomously deciding and human-machine-collaborative industry-native solutions that reshape core workflows, products and service models. Build benchmark scenarios and conduct application validation in science, healthcare, education, government, manufacturing, culture and other priority fields, forming replicable and scalable implementation models and continuously increasing adoption.

Create platforms that accurately match scenario supply with demand and publish lists of genuine business-scenario needs. Encourage agent-service providers, software companies and industry users to develop together and form demonstrative agent solutions. Support model providers and industry enterprises in accelerating implementation through innovative models such as forward-deployed engineers, using on-site co-creation and continual iteration to feed improvements back into agent capabilities.

## 4. Promote the integrated development of intelligent terminals and agents

Improve agents’ environmental perception, autonomous decision-making, task execution and on-device deployment. Support deep integration of agent capabilities into intelligent terminals, including new-generation smartphones, smart glasses, smart earphones and other wearables, intelligent robots and intelligent vehicles.

Promote coordinated development across chips, models, cloud, devices and applications. Support joint hardware-and-software definition between terminal manufacturers and model providers. Develop core embodied-intelligence hardware components with environmental-perception and autonomous-decision capabilities, and create benchmark “Intelligently Made in Beijing” agent-enabled terminal products.

Encourage deep collaboration among chip companies, model providers and terminal manufacturers to build an independent agent ecosystem. Include qualifying new products within applicable replacement and purchase-support programmes for household appliances, digital products and intelligent products.

## 5. Support innovative entrepreneurship models represented by OPCs

Deepen human-machine collaboration and explore entrepreneurship models for the intelligent era. Build layered and categorized professional-service systems. Establish public-service platforms covering elastic computing supply, specialized incubation, entrepreneurship coaching, technology finance, intellectual property and policy consultation. Attract and cultivate high-level professional operating teams and strengthen specialist service capacity.

Use artificial-intelligence innovation districts as demonstrations for cultivating new agent businesses and models, and seek national support for piloting innovative policies, reform measures and enterprise services. Encourage capable districts to establish open, shared and collaboratively innovative OPC communities and full-lifecycle OPC service stations.

Develop professional services suited to the organizational and management changes brought by intelligent technologies. Promote coordinated development among large, medium-sized and small enterprises. Establish regular supply-and-demand matching platforms and support OPCs and other entities in cooperating with leading enterprises to provide customized solutions in specialized fields.

Optimize registration procedures for OPC and other new models, including convenient registration services such as one-time information entry and automatic generation of standardized articles of association.

## 6. Encourage development of the token economy

Promote research and development of general-purpose processors suited to agent-system calls, complex task scheduling and high-frequency decision-making, as well as low-latency, high-throughput dedicated inference chips. Support research on inference architectures and other key technologies. Reduce inference costs through heterogeneous collaboration, integrated computing and storage, and intelligent scheduling. Improve token efficiency throughout the chain through inference-cache reuse, intelligent task routing and other application-level optimizations.

Reconstruct products and service models and cultivate new business models including Token as a Service (TaaS), Agent as a Service (AaaS) and Result as a Service (RaaS). Include more qualifying token-based products and services within the product scope of service vouchers for small and medium-sized enterprises.

Explore standards for token-service quality evaluation and billing. Encourage innovation entities to move from billing by token consumption toward value-based billing, improving the quality and efficiency of the intelligent economy. Organize industry associations, research institutions and key enterprises to explore token-evaluation systems centred on intelligence quality, usage volume and conversion efficiency, improving monitoring definitions and evaluation methods and strengthening tracking of the token economy.

## 7. Comprehensively strengthen safety governance

Explore graded and categorized regulatory mechanisms for agents and improve scientific regulatory approaches compatible with innovative development. Guide industries in strengthening self-discipline and self-governance. Conduct routine action against malicious misuse of AI and agent technologies, prevent abuse of market dominance, and promote healthy and orderly development.

Accelerate legislation for the AI industry and create a legal environment that encourages innovation while ensuring regulation. Accelerate construction of agent-safety infrastructure. Support agent-safety service platforms and cyber ranges and trusted sandboxes. Develop security-focused large models to improve the use of models to govern models. Open up common services including vulnerability scanning, security testing, red-team and blue-team exercises, and security certification.

## 8. Strengthen support for key factors

Establish a multi-level computing-supply system and implement the “Galaxy Computing Corridor” project. Accelerate deployment of new computing infrastructure for high-concurrency, low-latency agent workloads. Deeply integrate computing networks with 5G-Advanced and 6G communications, fifth-generation fixed networks and other communications infrastructure, creating cross-region coordinated computing supply.

Promote coordination between computing and electricity and accelerate the green and low-carbon transformation of computing infrastructure. Unlock the potential of existing computing resources through software optimization and aggregate small and dispersed resources into usable pools. Make full use of public computing resources and improve pooling, virtualization and other allocation mechanisms. Explore elastic public-computing supply to provide low-cost, standardized services for small and medium-sized enterprises, OPCs and other entities developing agent applications. Support construction of “token factories”.

Make effective use of computing vouchers and encourage capable districts, together with innovation entities, to explore token vouchers and agent-service vouchers that accelerate adoption. Support banks, insurers and other financial institutions in developing lawful and compliant products supporting agent implementation.

Support innovation entities in lawfully and compliantly aggregating and opening industry knowledge, agent-execution data and other resources, creating data flywheels that feed continued capability development. Strengthen education in AI and agent-native talent. Integrate industry and education in specialized agent-skills training. Deepen professional-title reform and establish dynamic assessment aligned with technological iteration, industry needs and talent development. Identify professionals urgently needed in agent development, large-model applications, data governance and other emerging fields.

## 9. Promote open-source and open development

Develop the China–Shanghai Cooperation Organisation Artificial Intelligence Application Cooperation Centre to a high standard. Research country-specific paths for large models and agents to expand overseas. Make better use of AI overseas-service stations and strengthen public services for policy consultation, compliance training, intellectual property and risk warnings relating to international expansion of new agent technologies, products and services.

Develop globally influential open-source communities. Support platform enterprises and open-source communities in bringing upstream and downstream participants together to create platforms covering agents, intelligent terminals and embodied intelligence. Innovate management mechanisms, resource-service strategies and operating models.

Establish systems for evaluating and supporting open-source contributions. Encourage innovation entities to open-source core code including independently developed interoperability protocols, agent-development frameworks, intelligent-terminal operating systems and reference hardware designs, creating incentives for collaborative development. Coordinate government investment funds and private capital to incubate open-source projects and create a flourishing ecosystem through compliant application and commercialization of open-source software.

## 10. Safeguards

Strengthen organizational leadership. The Beijing Municipal Commission of Development and Reform shall take the lead in overall coordination, working with the Office of the Cyberspace Affairs Commission of the CPC Beijing Municipal Committee, the Beijing Municipal Science and Technology Commission and Zhongguancun Science Park Administrative Committee, the Beijing Municipal Bureau of Economy and Information Technology and other bodies to deepen municipal–district coordination and government–enterprise cooperation, and to promote agent-led innovation and development.

Coordinate national and municipal or district fiscal funds, government investment funds and market-oriented funds to increase support for intelligent agents. Organize and implement key projects and provide support for qualifying technology research, common platforms and demonstration applications. Increase promotion of new agent technologies, products and services, thereby supporting high-quality economic and social development.
