# China's October 2026 Technology Policy: What Foreign Companies Can Actually Use

Policy & programmes · Decision Briefing

2026-10-10 · Leo Liu / CyberNomad China

## Decision Snapshot

On October 9, 2026, China issued national guidelines on "new quality productive forces" covering industrial equipment upgrades, proof-of-concept and pilot-production platforms, industrial AI, technology financing and international R&D cooperation.

For foreign technology companies, the immediate opportunity is to match a defined engineering or manufacturing requirement with a Chinese industrial customer, laboratory or service provider.

Certain technical services can already be purchased without establishing a Chinese subsidiary. Access to public funding, regulated production and specific programmes depends on eligibility.

This briefing explains which policy measures could generate commercial opportunities and what foreign executives should verify before committing capital.

## What Changed in China's October 2026 Industrial Policy?

The CPC Central Committee and State Council announced national guidelines on developing "new quality productive forces" on October 9. The directive covers 19 measures across scientific innovation, industry, green development, institutional reform and talent. The full text appeared in People’s Daily on October 10. [1, 3]

The NDRC's accompanying explanation gives business readers a useful starting point: more research should be organized around industrial needs, and success assessed through practical application. Its demand-led interpretation puts the user's problem closer to the beginning of the research agenda. [2]

Our commercial reading is that a foreign team needs to explain the engineering result it can deliver and who would pay for it. That could mean solving a production defect, validating a device, integrating a sensor or improving an energy-intensive process. A precise requirement gives a Chinese customer or research partner something concrete to evaluate.

The directive adds national policy backing to activities that include existing programmes and facilities. An available service contract can support work now; a proposed incentive becomes relevant when an implementing programme defines the applicant, eligible activity and payment conditions.

## Policy Measures and the Business Questions They Raise

The potential commercial effects below are our interpretation. The verification column identifies what would turn each policy direction into a usable project.

| Policy mechanism | Potential commercial effect | What to verify |
| --- | --- | --- |
| Industrial equipment upgrades | Demand for manufacturing equipment, automation and efficiency technologies | Customer budgets and procurement programmes |
| First-of-a-kind equipment support | Risk sharing for eligible early commercial applications | Product qualification and applicable support rules |
| Proof-of-concept and pilot platforms | Access to specialist engineering and validation facilities | Actual facility capability and contract terms |
| Industrial AI application pilots | Industrial testing and integration opportunities | Operating partner and measurable performance objectives |
| International innovation cooperation | Research, licensing, investment and development partnerships | Counterparty eligibility and operating structure |
| Technology financing and R&D incentives | Potential improvements to eligible project economics | Implementing regulations and legal-entity requirements |

## Will China's Industrial Equipment Upgrades Create Opportunities for Foreign Suppliers?

The directive supports industrial modernization and the application of first-of-a-kind equipment. [1] The State Council's English summary also emphasizes upgrading established industries through digital, intelligent and green technologies. [3] For a specialist supplier, the commercial question is which customer's next upgrade needs a capability the supplier can demonstrate.

Potential applications include precision equipment, process instrumentation, machine vision, automation, quality control and energy-saving retrofits. These are examples of how suppliers could serve industrial requirements. Each needs a buyer with a defined problem, a budget and a procurement timetable.

An early commercial installation also needs a workable allocation of performance and integration risk. First-of-a-kind support may help an eligible application, depending on the programme's product criteria and support rules. Establish who applies, which equipment qualifies and what risk is covered before including support in a proposal.

A policy priority can strengthen a customer's reason to investigate a technology. The purchase order still comes from a procurement decision. For the foreign supplier, the strongest opening is evidence that its product improves the customer's production outcome, together with a credible installation and service arrangement.

## Can Foreign Companies Access China's R&D Labs and Pilot Production Facilities Without a Local Entity?

For certain projects, yes. The directive calls for proof-of-concept and pilot-validation platforms. [1] Existing providers can also supply paid research, engineering, testing and technical services. The relevant question is whether a particular provider can contract with the overseas company for the required work.

I visited the Peking University dental-device innovation and commercialization base in Shunyi, Beijing. The shared laboratories were already fitted out. The research center had its own computing center and server room for local AI workloads, animal facilities for pre-clinical work and shared office space. The wider base connects research with pilot production, testing and clinical resources. These observations predate the October directive. [4]

During the visit, the team explained that early R&D, technical cooperation and validation could begin before the overseas company established a Chinese subsidiary, with relevant laboratory and technical services arranged commercially. For the local medical-device registration and production route discussed at the base, a Chinese operating company becomes part of the later stage. [4]

That participation model lets a team first define a bounded deliverable: a test report, a validated material, an engineering package or a pilot batch. The provider, scope, acceptance criteria, ownership of results and payment terms determine the contract. Facility availability and the exact work package still need confirmation for the project.

The Shunyi discussion establishes a concrete example of early technical cooperation. It does not settle the requirements of every laboratory, clinical collaboration or regulated production activity in China. Incorporation becomes relevant when the selected activity and longer-term operating model require it.

## Where Are China's Industrial AI and Robotics Pilot Opportunities?

The guidelines place the AI Plus initiative alongside industrial transformation, while the NDRC explains a cycle in which real applications help advance the technology itself. [2, 3] This makes the application partner central to a credible pilot.

For foreign teams, useful starting points could include inspection systems, robotics components, sensors, industrial software or tools that improve process control. A pilot needs a factory, system integrator or other operator able to supply the working environment and judge the result.

The first discussion should establish the baseline and the result being tested: defect detection, cycle time, uptime, deployment reliability or another relevant operating measure. It should also identify the interfaces, data and staff needed to integrate the technology. A demonstration becomes commercially useful when the prospective user can assess performance in its own conditions.

The national policy does not identify an available pilot slot for a particular foreign company. The next step is to locate a suitable operator and agree a testable requirement, a work package and a route from evaluation to paid use.

## What Does China's Policy Mean for Green Manufacturing and Energy Technology?

Green manufacturing, low-carbon development and energy transformation are explicit priorities. [3] The policy also addresses zero-carbon factories and parks and product carbon-footprint systems. [1]

Our commercial interpretation is that these priorities could create work for providers of industrial energy efficiency, thermal management, process monitoring, resource recovery, energy-system integration and carbon-data tools. The opportunity is strongest where a customer can connect a technical improvement to an operating cost, production constraint or reporting requirement.

A project needs a credible baseline, a measurable output and agreement on how performance will be assessed. For an energy retrofit, that includes operating conditions and measurement responsibility. For carbon-footprint work, it includes the applicable accounting method, data quality and intended customer or certification use. Those details determine what an engineering provider can sell and deliver.

## Can Foreign Technology Companies and Investors Participate in China's Innovation Programmes?

Article 17 explicitly supports international innovation networks, joint laboratories and science cooperation, foreign venture-capital institutions and cross-border data mechanisms. [1] The NDRC's explanation also describes openness and international cooperation as part of China's future innovation development. [2]

For a foreign business, this provides a policy basis to investigate joint research, technology licensing, investment and development partnerships. Each has a different counterparty and operating structure: a research institution, a corporate customer, an investment vehicle or a technical-service provider.

A useful proposal explains what each participant contributes, how the work will be funded and who will use the result. Programme participation then requires the rules of the relevant call, institution or investment arrangement. Cross-border data provisions likewise need an applicable mechanism for the actual data involved; Article 17 is a policy direction, not a project-specific authorization.

## What Should CFOs Know About R&D Tax Incentives, Technology Financing and IP?

The directive calls for changes to R&D incentives, technology financing and intellectual-property administration. [1] CFOs should separate measures that can already be used under existing rules from proposals that still need implementing provisions.

For a service purchase, establish the contract price, milestones, payment schedule and deliverable first. If the business case also depends on a tax benefit or public funding, identify the qualifying applicant, eligible expenditure, documentation, award process and timing. An overseas parent buying a service and a Chinese subsidiary claiming an incentive occupy different positions.

For technology financing, identify the lender or investor and the basis on which it would commit capital. A policy preference for hard technology can encourage financing activity; investment still depends on the project, underwriting or diligence and agreed terms.

IP should be addressed in the commercial agreement at the start. Distinguish pre-existing technology from results created during the project, then agree rights to use those results, licensing scope, publication, confidentiality and handling of technical data. The operating structure should support the intended research, production and sales model.

## How Should a Foreign Company Identify a Real Industrial Opportunity in China?

Start with the next result the company needs. Six questions make a potential opportunity concrete enough to assess:

1. Technical requirement: What is failing, missing or too difficult at the current development stage?
2. Counterparty: Who needs the result, who can deliver the work and who has authority to contract?
3. Available infrastructure: Which equipment, people, facilities and production conditions are actually accessible?
4. Deliverable: What test report, engineering result, prototype or pilot batch would justify the expenditure?
5. Funding model: Who pays, at what milestones, and does the project work before any unconfirmed incentive?
6. Operating structure: Can the work use an overseas service contract, or does the selected activity require a Chinese entity or another qualified participant?

A company that can answer these questions can compare counterparties and decide what to fund next. The October directive helps identify promising fields; technical fit and executable commercial arrangements determine which opportunity is worth pursuing.
