A district, park or test site expressing interest does not establish permission to fly, bring in or store the aircraft. Within the wider approximately 300 km Capital Region restricted area, flight-dependent routes are RESTRICTED / VERIFY BEFORE ROUTING. Moving from Beijing municipality to nearby Tianjin or Hebei does not by itself solve flight access. Beijing can remain relevant for software, simulation, algorithm development, component engineering and institutional research that does not require physical UAV operation. Manufacturing or storage must still satisfy the municipal pathway where applicable. ## The Capital Region airspace layer Reuters reports, after reviewing NOTAM A4484/26, that Special Restricted Area ZB(SR)801 entered into effect at 00:00 Beijing time on 20 September 2026. The reported notice describes a circle of approximately 300 km radius centred at N39°54′10″ E116°23′27″, extending from the surface to unlimited altitude, operating H24 and marked PERM. Reuters also reports that the restriction is not an absolute ban on every aircraft. Reported exceptions include commercial flights, approved business aviation, military, customs, police and firefighting or rescue operations; calibration, test, ferry and production test flights are handled under the commercial-flight framework. For unmanned aircraft, Reuters reports requirements for reliable surveillance and operational identification, reliable two-way communication with air traffic control, an approved flight plan and security-status reporting. Ordinary startup testing, ad-hoc demonstrations, training, aerial photography and agricultural trials therefore cannot be assumed available because a local host is willing. ## The Beijing municipal layer Associated Press reports that a separate municipal regime takes effect on 15 November 2026. The reported revised Beijing Municipal Regulations on the Administration of Unmanned Aircraft designate the entire municipality as controlled airspace and prohibit flight, possession, storage and bringing unmanned aircraft and designated core components into Beijing unless the activity is protected under the regulation. AP reports that teaching, scientific research, technology development, manufacturing and agricultural or forestry applications can enter a special-protection process. The relevant municipal authority or district government must review the requirement before an approved case proceeds to Beijing public-security assessment and controlled protection. Nominal category fit is not practical access. AP reports substantive conditions for approved storage, including dedicated controlled premises, physical security, video monitoring, access and movement records, responsible personnel, continuous duty arrangements and information-sharing with public-security authorities. ## Field implementation signal In September 2026, a Beijing-based UAV owner received repeated direct notifications from local public-security authorities requiring privately held equipment to be removed from Beijing before the municipal rules take effect. A professional contact in the UAV training industry separately reported preliminary implementation notice in July 2026 and later confirmation that the wider Capital Region perimeter would be applied strictly. These observations are operational evidence that the transition is being implemented. They are not used as the legal basis for the restriction, and they do not expand the published rules beyond their stated scope. ## Routing rule Do not place a Beijing physical UAV route on a client-facing shortlist until the specific exception, protection, storage and flight-access pathway is executable. For the wider restricted area, verify the exact mission and airspace route before recommending a site. Where those conditions cannot be demonstrated in advance, route physical flight validation outside the affected operating envelope.
