Its 30% contract-support rules remain useful for planning eligible drug-development and manufacturing work. ## Operating decision relevance The published deadline for new applications was October 15, 2026 at 17:00 Beijing time. Our October 16 check of the official notice and subsequent announcements found no extension. The notice provides for an initial review by October 20 and three working days to correct returned materials. That process applies to submitted applications. Eligible contracts in this round could receive support calculated at 30% of the year’s actual transaction amount, with caps linked to the development stage. The requirements remain useful for shaping a future manufacturing or CDMO discussion. ## The support follows the commissioned work The underlying policy, issued on February 13, supports Class 1 innovative-drug process development, clinical sample preparation, scale-up, validation and commercial production. Funding goes to the commissioning pharmaceutical company. Process development and Phase I sample work carry a cumulative ceiling of RMB 5 million per project over the policy's term. Scale-up, validation, Phase II and III samples and commercial production carry a ceiling of RMB 10 million. First-time cooperation between the parties, or a Class 1 project with international registration or certification, can attract additional support of up to RMB 3 million. The policy runs through December 31, 2028. ## This round covers work performed through September The September 30 application notice requires a Class 1 clinical trial approval or drug registration certificate, a signed outsourcing contract and substantive performance of the work. Both parties must be independent legal-person enterprises, with no direct investment relationship; the CDMO must have an innovative-drug production line. A special audit must document contract performance and actual expenditure from January 1 to September 30, 2026. This was the evidence period for the closed round. Applications were submitted through the Beijing Science and Technology Plan management system or the municipal policy fulfilment portal. That information helps distinguish a partner with suitable technical experience from one whose equipment simply looks relevant.
