## Beijing has made AI a city-level industrial strategy

The 2026 action plan connects frontier technology, domestic intelligent computing, high-quality data, city-wide deployment, AI for Science, embodied intelligence, capital, open source and safety.

It states targets above RMB 1 trillion for the core AI industry and a 100,000-accelerator-class domestic intelligent-computing cluster. These are strategic targets, not guarantees.

## Beijing has created a policy category for tiny AI-native companies

The municipal OPC plan supports agent development, AIGC, large-model fine-tuning and industry applications through recognised communities and resource infrastructure.

OPC is an economic and startup concept, not a special immigration route or a substitute for an appropriate legal entity.
